Second Special Meeting of the Economic Commission Held Under the Leadership of the Islamic Emirate of Afghanistan
KABUL-The second special meeting of the Economic Commission of the Islamic Emirate of Afghanistan was convened under the leadership of the Head of the Islamic Emirate. This session followed the initial meeting held on the 3rd of Jumada al-Awwal and aimed to review and follow up on previous resolutions.

Weezharoz-During the meeting, various ministries and responsible agencies presented follow-up reports on prior decisions.
A key agenda item was the review and assessment of the procedure for the distribution and sale of Emirate-owned plots in accordance with urban planning strategies.
This procedure, prepared by the relevant committee under the General Directorate of Administrative Affairs, will be submitted to the Office of the Amir al-Mu’minin for final approval after necessary amendments.
According to the proposed procedure, citizens will be able to complete the process of verifying their private land ownership within 15 days and obtain approval for construction plans within a month, thereby initiating building activities promptly.
Another significant topic discussed was the progress report on the transfer of 80,000 jeribs of land from the Ministry of Agriculture to the Ministry of Industry and Commerce for the establishment of industrial parks across the country.
This initiative aims to address the shortage of land for industrialists in various provinces, with ongoing efforts to complete the process in certain areas.
Additionally, a committee led by the Ministry of Public Health presented a draft guideline aimed at preventing the smuggling of human and animal medicines, agricultural products, and food items.
Following necessary revisions, this draft will also be submitted to the Office of the Amir al-Mu’minin for final endorsement.
In a pivotal decision, the meeting approved a six-month export license for live animals from Afghanistan to foreign countries, based on a structured mechanism.
Subsequent exports will proceed according to established procedures.
Finally, the Administrative Office was tasked with collaborating with relevant ministries to develop a comprehensive procedure to streamline administrative processes for investors and traders across all Emirate institutions.
Upon approval by the Economic Commission, this procedure will be forwarded to the Office of the Amir al-Mu’minin for final ratification.
This meeting signifies a concerted effort by the Islamic Emirate to implement effective economic decisions and enhance transparency and order in the country’s administrative and economic affairs.
