He emphasized: “Afghanistan’s balanced foreign policy seeks to build constructive relationships with all countries, including the U.S.”

The two sides discussed the process of releasing Afghan prisoners from U.S. jails and vice versa. Adam Boehler described this progress as an important step in building trust.

The discussion also addressed consular issues for Afghans residing in the U.S., including visa issuance and identity documents.

Muttaqi called for both countries to move beyond the impacts of the two decades of conflict and focus on developing political and economic cooperation: “Resolving differences through dialogue is key to lasting stability.”

Boehler praised Afghanistan’s efforts in combating drugs and enhancing security, stressing the importance of continuing dialogues to solidify the relationship.

He added: “The United States and Afghanistan have had a complex historical relationship, but now we must focus on the future.”

This meeting comes as Kabul and Washington, following the U.S. troop withdrawal in 2021, are seeking to reshape their interactions, particularly in humanitarian areas and prisoner issues.
